- Degree Requirement: Must hold a Graduate Degree in Civil Engineering (B.E. / B.Tech) from any University or Institution recognized by the Government, OR be an Associated Member of the Institution of Engineers (AMIE) India in Civil.
- Language Proficiency in Odia: Candidate must be able to read, write, and speak Odia and must have passed:
- Middle School Examination with Odia as a language subject, OR
- Matriculation / HSC with Odia as a medium of examination, OR
- Odia test of Middle English School Standard conducted by School & Mass Education Department, Odisha.

Selected candidates for the post of Assistant Executive Engineer (Civil) will be appointed in Group ‘A’ service under the following pay matrix:

The selection process consists of three successive stages carrying a total of 550 Marks:
- Stage 1: Preliminary Examination (Screening Test)
- Subject: Civil Engineering (MCQ Pattern)
- Total Marks: 100 Marks (100 Questions)
- Duration: 1.5 Hours (90 Minutes)
- Negative Marking: 25% (0.25 mark) deducted per wrong answer
- Shortlisting Ratio: Candidates equal to 10 times the vacancies will be shortlisted for the Main Exam. Marks are not added to the final merit list.
- Stage 2: Main Examination (500 Marks)
- Paper-I (General Studies): 100 Questions | 200 Marks | 2 Hours duration
- Paper-II (Civil Engineering): 150 Questions | 300 Marks | 2.5 Hours duration
- Negative Marking: 25% (0.50 mark) deducted per wrong answer
